You need to be prepared for living your daily life because that is where the danger is.
Cities aren't procecuting many crimes and this emboldens the criminals. This is their work, they need money, your money.

I live in LA and I will explain.
1. there is a gap between the revenue and the expenditures as you might expect.
2. there is a great deal of deferred maintenance. An example is that there has been no re-pavement of roads in many years (laying down slurry is not repaying), replacement of sewer and water lines.
3. when there are budget shortfalls, clean up, painting and maintenance of vehicles/buildings/facilities fall by the wayside.
4. when a pandemic strikes, nothing gets done, but people still get paid. My vehicle registration is expired. The call time on hold is 99 minutes.
The IRS does not take phone calls. The Census section of the Dept of Ag. promised to return my call in December 2021 and has not done so.
5. The number of speeding tickets within the city of LA declined 100,000per year between 2010 and 2017 because LAPD can not write speeding tickets on streets where the streets are not routinely restested under state law for speed limits.
6. Sometimes trash pickup is delayed a couple of days.
7. I live in an area where within walking distance there are homeless encampments and $5,000,000 homes. The unmaintained alleys have been fenced in and locked. The residents have been given keys. There must put there trash out in the street in front of the homes now.
8. Today, I carry two copies of my a. canceled DMV checks, b;. pass smog notice. I have put on them the phone number of the DMV and DMV legal so when I get stopped, a kindly policeman can call. IF I get a ticket, I will subpoena the General Counsel for the DMV to come to court on my ticket.

I worked as a railroad cop for Norfolk & Western in Detroit for a few years in the 1980s. It was a war zone then. Neighborhood gangs make their living breaking in boxcars and containers on flatcars. There was siding about 20 rails wide and a mile long that went through the Mexican side of town. We called it the Ho Chi Minh trail. Got in more than one shootout there. The cost of incarcerating a criminal is too high to be effective.
States need large low cost prisons to make a dent.
Take a state like Nevada - place a prison in a remote area and surround it with barbed wire and advanced sensors and monitoring. Minimal building for the inmates-just a roof over their heads and chow lines for food. It will never happen. But that is what is needed.
If they ever did stop the train robberies the criminals would move onto other targets e.g. trucks, stores and citizens.

I have always said EMP's, Russia, etc are not practical threats to prepare for.
Lack of services, illness, and loss of job are far more important.
But dang Zombie Survival is fun. And a lot applies to any disaster.
