When I used to carry in a fanny pack, fanny packs were more commonly seen (we're talking early Nineties), and I would go out of my way to wear colors (red, pink, turquoise) that did not look "tough," because I didn't want anyone to think "Gun!" As Mac66 has done, I'd also look for prominent non-gun logos on the outside (I have red and Smurf blue Eddie Bauer fanny packs still, but I don't think I've worn them once in the past 20 years), but you can also accomplish this sort of distraction with a sewn-on label as I've put on this Wilderness pack (that I sometimes wear hiking - and
not with a camera or binoculars on board).
These days (fanny packs are no longer ubiquitous as they were in the early Nineties) when I see fanny packs (as I did yesterday on a mountain biker), they're usually tactical (this one was in some FDE color and MOLLEd up) and in no way make me think anything but
GUN! If I'm thinking it, then so are any police officers or criminals who are on the ball (I say this as a former prosecutor and longtime criminal defense lawyer) - which means that the only people a tactical fanny pack is concealing the gun from are the oblivious Condition White people who make up most of the population. If that's what you want, go for it; if you want to conceal from the really dangerous criminals, you might consider "Sheeping-up" the pack you use. Whatever works for you, though.
