Sample fleet
The following is NOT definitive, nor does it include every possible ship. I offer it as an intellectual pursuit.

I will use the term 'fleet' in the general sense. It could have several meanings; a border fleet, fleet in a specific area etc. According to published fiction in CL, a 'fleet has three 'elements'. For example, the 'fleet' on the Romulan border has a northern, central and southern 'element. Specific terms may come later.

Star Fleet is commanded by a Admiral-in-Chief (5 stars). Other possible titles could be Fleet Admiral or Grand Admiral. An entire fleet (such as on the Klingon border or the 'home' fleet) would be commanded by an Admiral (4 stars). Using our U.S. rank structure the term 'Admiral' is an O-10 and is simply 'Admiral'. That admiral would command from an Stellar Domination Ship SDA (as an example to consider a SD ship that uses PFT's).

What follows is an 'element' of one border fleet.

First the 'cruiser' section of the 'element'. The initials designate the ship the officer commands (multiple initials doesn't mean there are at least one of each. It means that these are the choices available for that level and the actual ship type and number varies from element to element. For example, a Rear Admiral may have a DNH or a DNL or one of the others listed, but there are only two Rear Admirals for an 'element'. The number in () designates how many ships at this level:

Note that I'm not listing refits such as CA, CA+ etc. Rather I'm only listing the 'type' of ship i.e. CA.

Vice Admiral (3 star) - BB (1)
Rear Admiral (2 star) - DNH/DNL/DNF/DNG/DN (2)
Commodore (1 star) - CB/CC/NCC/BCJ/BCG/BCF/BC/CX (4)

Captain - CG/CA/NCA/BCJ/BCG/BCF/BG/CX/CAD/NAX (16) Note that some classes of ship are repeated as a Battle Cruiser or CX could be commanded by a member of Flag rank or a Captain.
Capatain - BF/CF/NCF/DDF (4)
Captain - CLC/NCL/CSX/NDC/DDX/NAL/DWX (32)

Captain or Commander - DWX/HDW/HDD/DHD/DDL/DDG/DD/DWC/DW/DWD (64)

Note that any of the following could be commanded by a full Captain but often times, particularly in war time a lower rank will command a vessel. In the U.S. Navy a submarine could have a full Captain but a commander and sometimes a Lt. Commander may be the skipper.

Commander or Lt. Commander - FFX/FFB/CL/CLD/FF/FFG/FFD (128)

This is a total of 252 vessels. Add scouts, specialty, support and auxiliary to make an even total of 300 vessels in the 'cruiser' portion of the 'element'.

For the carrier portion of the 'element':

Vice Admiral - BBV (1)
Rear Admiral - CVA/SCSA/DVL (2)
Commodore - HVX/BCV/BCS (4)
Captain - CVB/CVH/CVS/NCV/CVD/NHV/CVF (16)
Captain - NVS/CVP/NDS/NVH/NPF/CSV/NVL (32)
Captain or Commander (most likely a Captain) - ESCORTS NAC/NER/NEA (55) (Considers appropriate # of escorts per carrier group).
Commander or Lt. Commander - DWA/DER/FFR/FFA/FRA/FFE (62)

Total of 172 vessels. Add scouts, commando, support and auxiliary for an even total of 200 vessels.

That's a total of approx. 500 vessels per element. Three elements per 'fleet' for 1500 vessels. I'm placing the number of 'combat' fleets at eight to cover the Coreward, Kzinit, Gorn, Klingon, Romulan and Tholian border plus two 'home' fleets. That brings the total up to 12,000 vessels. Add in at least two more fleets (canon ST has at least 10 fleets) consisting of training, support, auxiliary, reserve, replacement and exploration etc of a total of perhaps 3000 vessels bring the Star Fleet up to a strength of 15,000 vessels.

That would be 15,000 commanding officers from Lt. Commander to Admiral. This does not count officers from ensign to probably up to Rear Admiral as first officers, section officers on vessels, staff positions, bases, battle stations, star bases, ground bases, academies, special assignments etc.

Again, the list of ships is not definitive and I've probably missed some classes of ships. But it gives a fair ball park.

You'd have the following command staff approx. for the Admiralty:

Fleet Admiral - 1

Admiral - 10 (at least) that command a numbered fleet

Vice Admiral - 60 that command an Element of a Numbered Fleet (not counting Star Bases and other large facilities which would bring the number substantially higher)

Rear Admiral - 120 that command a Division of an Element (again, only counting for actual naval vessels and not considering 'ground' assignments)

Commodore - 240 (same thing)

Fleet Captain - Depends if were talking about the entire Star Fleet, an entire border fleet or each element of a border fleet? Could be 1, 10 or 30

I'll toss this out for grins:

Star Fleet - all 15,000 vessels in the entire combined Star Fleet

Numbered Fleet - The entire fleet of vessels assigned to a specific border or the home fleet(s). In canon TNG Star Fleet has at least 10 numbered fleets.

Elements - There are three sections or 'elements' to each numbered fleet.

Divisions = There are two Divisions within each Element. Normally between Cruiser style vessels and Carrier style vessels and their escorts.

After that terms such as wing, squadron, commands etc to designate smaller units of vessels within a numbered fleet.

Star Fleet is commanded by a Admiral-in-Chief O12 (6 stars).

Fleet Admiral if in command of a Numbered Fleet or Grand Admiral if in command of a specific section of Star Fleet such as Judge Advocate, Star Fleet Academy, Operations, Logistics etc. O11 (5 stars) commands an entire border fleet.

Admiral O10 (4 stars) commands an entire Element.

Vice Admiral O9 (3 stars) commands a Division.

Rear Admiral O8 (2 stars) commands a Wing.

Commodore O7 (1 star) commands a Squadron.

Fleet Admiral commands a SDS (1).

The following is a breakdown of one (1) 'Cruiser' Element of a numbered fleet:
