This is the Primary Heavy Weapon of the Dawndweller Race (R308), and that race uses Three types of Heavy Weapon. It's Power Cost is 3 (Standard), and 5 (Overload), and when it hits, it reduces the speed of the target by 2, if the target is a ship, monster or asteroid, and also pushes the target one hex away from the firing ship, as long as it is the firing ship's size or smaller.
